You can only kill someone on a alive check when the round goes into overtime. Once you go into overtime and you ask for a alive check, if the person doesn't say anything, you may kill them. 

How long should a Life check last, or is it up to the caller? Also, what is the minimum time before you can KOS or kill someone.

The biggest point of claiming rooms in overtime IMO is to force the t's to confront the remaining innocents before overtime hits and gives the innocents a better advantage when it does. The rule is stated very clearly about claiming. If someone is already in a room and another runs in and claims the room they can't kill whoever is already in the room. Only those who enter afterwards. Outside open areas aren't claimable for obvious reasons. Descriptions of the room being claimed are absolutely necessary as to avoid inno's killing inno's, but it still happens because like you stated people mute VC or ignore regular chat which is on them.
 
This is quite an essential part of the game mode and has been an easily followed rule for many years. If you believe someone isn't following the specified rule properly feel free to take ss's and either ask an SO or staff member about the circumstances or report it in the complaint department if you feel any staff currently on aren't doing their job. Someone usually responds to any complaint within the moment you post to a few hours at most. 

It isn't RDMing if they enter your claimed area, so no one is getting away with RDM..

The rule states "You may claim a room during Overtime, you must describe the room over voice chat or normal chat", open areas like "I claim outside" aren't allowed.

To me, delaying is when the last T(s) are doing nothing to progress the round and are either camping a spot or not doing anything in general. It's usually later in the round, as I liked to give them some leeway before slaying them.

There isn't a set and stone rule on the "slay for delay". I just do it if we have 1-2 T's who are just straight up doing nothing. Nothing pisses me off more in TTT then to see a T walk right past an innocent whenever they were both alone, and he had an easy shot to kill him. It's annoying.

Honestly, you really can't tell when people are trying or throwing, but I guess the delay is up to the admins

As there are more rounds where the timer runs out, there is a fine line for delaying. Does anybody know what defines delaying that is worthy of a slay?

On a serious note, I feel (even though its kind of tradition) the detective doesn't have as many items as they should. I'm not exactly too sure what items we could bring in, but as of now the only real things the detective has that is useful is the health station and the AWP.

For this thread I want to see what do you think could make this server better( besides fixing bugs atm :P). @Jodas suggested a overlay similar to how TTT works in gmod currently. Where the detective/traitor shop is automatically bound to a key like "C".  This is how the shop looks when opened on Gmod. I'm not sure if this would be possible in csgo due to sourcepawn, but it would be interesting to see if it could be done.

If you see a player on the server killing random people for no reason and there are no admins online to assist, here's a guide on how to report them.
 
You can press f8 to open up a damage log that will look like this

Regulars won't able to see logs of the current round. Logs will show up after the round ends. 
 
You can click the current round button to switch back and forth between rounds for the logs. (only SO and Staff are able see the currents logs)

Then hit highlight and take screenshot of logs of the rdmer (f12 for screenshot)

Press Shift+tab to see screenshot at bottom left, view screenshot and upload the screenshots you took (make sure to upload it as public or else we can't view it)
Then you can view screenshot in your steam profile.
 
Also! Can't Forgot the most important stuff is Steamid, without the Steamid we can't do anything about it.
 
Several ways to get a steamid
1. Press tab and right click the player name and copy steamid
2. Copy steamid in the chat if player rdm and leave for example (sG | Krony [SO] joined, his SteamID is: STEAM_0:1:26179074)
3. Type status in console, it shows you everyones's steamid
4. View the players profile, copy the URL and paste it into https://steamid.io
 
Then you can copy the link of that screenshot and message to SO/staff for the Gmod or make post on forums in the Complaint Department (http://www.joinsg.net/forums/forum/29-complaint-department/ - read the pinned instructions on how to post a proper thread)
