I'm redoing how I update this thread, as the spoiler tags are getting really long and tedious, and I have been slacking on posting these updates. I'll be putting the updates in the new post each time  rather than on this post.

An issue I've had with this server surrounds the fact that it has a voice timer. Now, I know what you are thinking, "The voice timer's purpose is to limit mic spam." Well, what if I told you that this mic timer is the cause of this problem. Let me explain...
 
As you know, the server gets loud a lot, so the timer doesn't really help there anyway. What is interesting, though, is on other servers with just as many people minus the timer, it happens to be much quieter. The reason behind this is people have so much to say during this game under the pressure that their mic timer will run out, thus disabling their chance to communicate. Under this pressure, everyone decides to say all they can as loudly as possible so everyone else can hear (let alone repeating it) before their time runs out.
 
As I said before, this timer doesn't help as it stands. Sure it might help against that one person who decides to micspam when no admins are on, but that could be easily solved by muting that person. People may think that muting someone will make them lose out on viable information given by that person. The truth is that when people mic spam, they don't care about the game. They are too focused on trolling that they don't even try to focus on the game; there's no loss of information if you mute trolls.
 
Additionally, this mic timer punishes the users for using their mic too long; even if they are not mic spamming. Earlier today, I tried confronting a highly suspicious individual who passed Unidentified bodies, and traded out his primary with the victims'. Before I could provide enough proof to get the server on my side, I was interrupted by the timer takin' its toll (in which later I was killed by that T, rendered useless to call him out as T with enough evidence.)
 
This timer helps the server silence mic spammers by punishing the users. The small amount of Micspammers that play TTT ruin it for the rest who want to play without limits. If someone is being annoying, they can easily be muted. The fix for this server to be quieter is to take the limits off of the people who want to play and allow them to mute the people who they believe are being too loud, talking too much, or being overall an annoying player. 
 
Of course, we could add a Location-Based mic system that allows only the people in your vicinity to hear you, but if we did that then only people next to you would hear KOSes. We could tell people to bind things to chat, but not everyone knows how to do that. There are so many possibilities to fix server volume, but the mic timer is not one of them.

If anyone restricts that or makes it unequal in any way, they can be brought to court.

Thank you to staff for hiding the troll posts. I didn't get a chance to see it with them and it was very easy to read. This is an issue that deserves respect and clarity.

OP wants to have a standard on racist words/talk/sprays etc.
You could say that this is a microcosm of the larger debate in society at large over "Freedom of Speech" VS "Rights to Be Free From Discrimination".

I disagree with TheInternet. IMO decal graffiti, AKA spraying or hitting words into walls, cannot be taken seriously.
 
If the person truly believed they needed to say that someone was KOS, typing it into chat would be far faster and easier than graffiti on a wall.
Additionally, wall graffiti can only be attributed based on "I saw them doing it". I do not believe you can currently trace that.
I would say slay anyone "who acted upon a wall graffiti message in a way which violated the rules as if the message wasn't even there".
 
Additionally, we don't kick people for spraying dicks onto walls, even though actualy images of dicks are forbidden in sprays. That's not quite related but perhaps relevant.
Also, I'm no longer an authority on this as I only used to be a TTT SO.

Uhm just so you know the taser is borked again. When someone gets tasered they spectate a random player(not sure if this happens 100% of the time) anyway if the person you end up spectating is a T it kinda fucks them over

CSGO uses .vtf files for sprays. VTF files are basically TGA files, but different enough that they aren't interchangeable.
 
All sprays must have width and height that are 1, 2, 4, 8, 16, 32, 64, 128, 256, or 512. They don't have to be square, but most sprays tend to be. They must also be less than 100kB. DXT1 will have a smaller file size and be lower quality, DXT5 will have a larger file size and be higher quality. If your spray has curves or transparency, I recommend DXT5. DXT3 is in between, supporting transparency but without interpolation.
 
The easiest way to make a VTF is to upload your image to TFSprays (http://tfsprays.com/Create/Static) and use the VTF it gives you. Make sure the vtf it produces is under 100kB! Don't put an animated gif in as we don't (yet) support animated custom sprays, so you'll just end up with the first frame of your gif.
 
I highly recommend you use TFSprays, but if you really want to create the vtf yourself, here are four other ways to make a VTF:

Once you are happy with your image and have saved it as a vtf, and have linked your STEAMID to your forum account, go here, upload your file and click submit. Bingo, your spray will be on ZE, JB, MG, Surf and War3 when the map changes. Select it by choosing My Custom Spray, which should now be the first choice in the /sprays list.
