I handle it the same way as some others.
If they're new to some extent on the server and say it I will warn, however if they're a regular it'll be an instant kick, if they return and repeat it for whatever reason, it'll be a ban.

Yesterday, some idiot finds a c4. He's inno. He disarms it. You go inno!!!
He calls for the detective, asking the detective to DNA it. Splendid work, inno!!!!!!!
He then decides to go full potato and instead of just putting it down, sets it for 10 minutes in a huge group of people, and OF COURSE someone tries to disarm it and everybody fucking dies. You fucked up, inno!!!!!
He then complained for like three trillion rounds about the one slay he was given for his dumbassery.

This exists. I know beacuse of the old TTT community I used to be in. We loved fiddling around with the stuff. We made the Turtle Grenade/ Manhack grenade. Anyway. Yea This exists. A small thing called the Sticky Bomb. You could walk up to a Inno plant it walk away and then activate it and after about 10-20 seconds it would go boom. Great fun to plant on the Detective.
