I believe the rule that states "You may claim a room once it reaches overtime" that lets you get away with RDMing. Some people ignore the chat, some people mute the voice chat, a lot of people do one of these things. So stating you're claiming a "room" which in open areas has unspecified parameters, is stupid and should be removed. If you're in a room and declare it's "yours" over the voice chat, the people who have it muted are vulnerable to being RDMed, with no consequences to the RDMer. The same thing goes for people who either ignore the text chat or have found some way to remove it. The rule has very loose parameters and is available for loopholes which allow anyone to get away with RDMing anyone else, they only have to wait for overtime

Not really a conflicting rule because those fall under the 'Reason you may Kill someone,' doesn't mean that if someone sudden started shooting that you have to kill them. You take the risk of using that as your evidence that they are a traitor. Just as the person who killed you is taking a risk by assuming since you killed an Inno that you are a traitor.
Not only that but you are completely ignoring that just because you say he was shooting makes it so you are unkillable for that action, which as Yunki pointed out is unfairly overpowered for T's. They can claim someone randomly was shooting then cry RDM when they are killed.
We've had this brought up in the past regarding traitor weapons, just because you were 'confirmed' inno did not mean you could go running around with traitor weapons out, they were taking the risk of having a weapon that was KOSable. Now most intelligent people wouldn't kill them, but if they did die it wasn't RDM.
If someone is constantly baiting to get killed I'd recommend pointing it out to admins or recording the continued baiting and report it on our forums. Then they may be punished for intentionally griefing on the server.

FYI, the TTT gamemode code will attribute the kill to whoever pushed them last. I am not sure damage logs show the correct killer but you do get deducted karma for doing it.

To further clarify, prop surfing in any form has always been against the rules.
The reasons for this are you should be playing the game at hand (doing your specified role) not taking game breaking routes by flying over people or making it to hard/impossible to reach locations and distracting from the overall experience.
If we allowed propsurfing people would be flying around on pigs/minecarts then others would try/watch and this would without a doubt lead to longer and more boring rounds.

Propsurfing is considered a slayable action. While I strongly disagree with the reasoning behind why this is the case, this should answer any Server Officer or paidmin questions about the subject. Yes, this is already in the MOTD, but I was getting questions about it.
Discombobulator jumping is allowed. This includes jumping to spots that are otherwise inaccessible. However, should you get someone damaged or killed and they choose to report you, you can be slain. You can still be KOSed, for using them.
