From what I can gather, you're trying to get L2 some form of admin with a needless over complication of jargon.
 
As our community would have it, if someone has proven themselves to be mature enough to be a server officer, they may apply as a member and receive such benefits should our esteemed staff members allow it. Far less complicated than.. this.
 
I don't mean to shit on your idea so readily, but I feel as though it's more over a problem of a lack of players as opposed to admins.

So someone thought it was a brilliant idea to make b-hopping extremely easy, and make it extremely easy to keep up your speed.
 
The only downside is now we run into getting to the enemy spawn in 6-8 seconds on Italy
On Militia it's possible to get from the house to CT spawn in 3 jumps... with the hostage
 
Basically the game has become a fuckfest of bhoppers, people who get rid of speed and then people who actually want to try to do something else but get shit on by the infected that's moving faster than old Fynhorn.

Custom LR's is a prize that you get when you are the last terrorist alive. Since we have custom LR's, the community has created a multitude of different LR's. In order to get one of these LR's, you must first type !lr or !lastrequest in chat as last alive non-rebelling terrorist to get the menu, then press "custom lr" and state in chat: the name of the LR, if its a freeday or not, if its for you alone or for specific amounts of people, and when during the game. 
Example: "I want a sonic(name) freeday(freeday) for me(who) next round(when).
So remember (name of LR) (freeday or not) (who) (when).

Let's help everyone out by listing LR's and what they do. If you see an LR that's valid and hasn't been added in my list then add it.
These LR's have been used and given before. Please don't include anything we haven't done before.
 
Death - Death. Freeday - T's that have a freeday don't have to obey commands unless revoked. (Can be revoked by rebelling) Wind Freeday - Your basic freeday with a twist! You can knife any CT's you want without punishment (Solitary, Disco, _____) Freeday - A freeday located inside of whatever area is given. Low Grav - Low gravity for you. (Usually paired with a freeday) Long Jump - Allows you to jump incredible distances. (Power depends on the admin who gives it) CT JDay - One T ask's the Ct's a series of questions and kills them or spares them based on their answers. Moon - Low Gravity with 50-20% speed. (Speed depends on the admin) Raptor Jesus - 10000 hp (jesus) + (sonic (300% speed)+wind fd) (raptor) Tails Freeday (like from sonic) - Long Jump with Low Grav  Sonic - Incredible speed is given to you (300% speed) Ninja - You're sneaky. You're as light as a feather. You get to kill CT's but only if no ones watching. A true Ninja. Warday - Everyone is respawned. The CT's run and hide like cowards while the T's are frozen. Then The T's murder all CT's >:D Occasionally  the CT's will win :C Decoy Dodgeball - CT's Vs T's in a 1 HP hardcore decoy's only dodgeball match. Extremely fun  Friendly Fire - Friendly Fire is where you die. Alot (except if you're a CT) You're fellow inmate will stab you in the back to win the day. Invisible - Well. You're Invisible. Wild West Warday - Exactly like a regular warday but with r8's instead! Random LR - Self explanatory as well. It's random. Render - You're spooky  You start flashing invisible then back to normal again. North Korea - You are the literal rocket man. You get to choose anyone to be rocketed (depending on warden) and rule the day  Jihad - You're a ticking time bomb in which you suicide bomb into T's or CT's near you. (You can ask for respawns as well) Zombie - You're a shift walking zombie of doom. You can knife all CT's who are in your way. no jumping, crouching, climbing ladders, or pressing e. BrrAAaaiiNNnzzz Unmute - You're unmuted. (If you talk or spam mic its usually revoked pretty fast) Annoying Cow - It's exactly like an- MOOOOO unmute day but you get to Moo  Race Car - This one is rarely used but you are sanic fast and you have to sound like a race car, (You can also run over people)  Crab Day - Everyone must move only by using a or d  High Gravity - Imagine having 200 times normal gravity pressing down on you. Yeah. You can't even jump. The tiniest of fall damage will kill you  CT Pet Day - You are a loving pet of a CT of your choice. You must stay near him at all times. Savage Pet Day - Exactly like CT Pet Day but you get to bite and scratch any other CT near your owner Reverse Day - All your controls are reversed! Forward is Backwards and Backwards is forwards! Low Friction - You are now an ice skating king/queen! Very hard to stop. Zeus Day - You get a taser but as soon as you shoot it you're rebelling D: make it count! Hardcore Day - For the toughest of CT's and T's. 1 Hp, Pistol only. Kamikaze Day(still working on) -  A true warrior! You don't need guns! If a CT see's a T with a gun, They must drop their guns, and charge in with their might sword of justice! Samurai Day - this is ninja but with long jump. i usually set to 1337. (depends on admin) Dr. Boom FD - The T on the freeday gets to timebomb two Ts of their choice. "Come at me bro!" FD - The T is unmuted and when they say "[CT's name], come at me bro!" they have to knife fight. Whisper Day - shhhhh.. ct's have to whisper commands only. if you don't its avoiding lr and could be slayed  Passive Wind FD - T may knife CT's but can not kill. 1 Bullet in "(Weapon)" - All T's in the following round will receive the requested weapon with only one bullet in the weapon. Hulk FD - T is colored green, given a requested amount of health(usually over 1000). Pike's Hulk FD - T is colored green, given a requested amount of health(usually over 1000), and unmuted. When they say "HULK SMASH" they are allowed to knife ct's. (CT's may kill him after he says Hulk Smash!) Plot Twist FD - T is beaconed and unmuted and when the T says "Plot Twist" while the Warden gives the order, the warden must change his order in some way. Knuckles Freeday (like from sonic) - speed+longjump Panda Freeday - Crouch-walking at all times, able to knife, climb ladders, push buttons, and no jumping Ferguson Freeday - Freeday person is colored black. upon saying the trigger word everyone has a wind freeday untill the blackman is murdered by the guards. (seems kinda racist huh lol) Jamaica Freeday - Drugged+mac 10 + speed Bob Marley Freeday - Drugged+smokes H.U.D.S. (HANDS UP DONT SHOOT) Freeday - unmuted and upon rebelling if  you say "HANDS UP DONT SHOOT" with your knife in the air (looking upwards), then you are auto pardoned. (does not apply to being in vents/armory) Ray Charles Freeday - blind+drugged (total cancer. best to be given to other people or for all XD) Fly Freeday - you can fly Superman Freeday - fly+sonic speed Piccolo Freeday - colored green, fly, and given a glock.  American Idol - like ct jday but the cts sing instead of answering questions CT joke day - like ct jday but cts tell jokes EXPLOSIVE MELONS! (Staff Required) Slenderman - resized to be VERY skinny. (Staff Required) Big Booty Freeday - "the nicki minaj treatment" -cows (Staff Required) United Nations - Every T gets a gun, but must keep it holstered at all times. Unholstering it is grounds for KOS.  Mix Match Day - Odd numbered minutes are a FD. Even numbered minutes return the round to a normal day. Example: 9:xx is a FD. That FD is revoked at 8:59. The FD resumes at 7:59 (Created by Narwhals) Chaos Day - Every whole min one of these gets changed (gravity, speed, longjump, FF, color/visability, blindness, crab, reverse, etc) NOTE: Not a FD, nothing happens at 10:00, and what happens must be stated the round before or during the round it is played in unless it is a "Random Chaos Day", by default effects are applied to both CT+T unless otherwise stated. DTH(Defend the house) - CT's MUST defend the house. AT ALL COST! They may leave if t's no longer charge the house and are delaying. Reverse DTH - T's MUST defend the house. AT ALL COST! They may leave if CT's no longer charge the house and are delaying. Protect the VIP (CS 1.6 Throwback!) - One CT is the "VIP". He gets 1500 health. The CT's are his security team, who have standard health. They are armed with whatever weapons they want. They escort the VIP to a predetermined location and must fight their way there, without losing the life of the VIP. If the VIP reaches the location ct's are allowed to kill all t's. The t's are spawned on another point of the map where they are given guns, and must stop the VIP from reaching his point at all costs. If the T's kill the VIP, all of the CT's are slayed.  Discombob Day - Staff only, everyone gets a decoy and they are enabled as discombobulators(grenades that throw you high into the air) Proper Englishman Day - All CT's, when giving an order, cannot use any contractions (i.e. it's; can't; Ts). Punishment for saying any contractions is admin slay's the person that used the contractions. Pike's Proper Englishman Freeday - All CT's, when giving an order, cannot use any contractions (i.e. it's; can't; Ts). Punishment for saying any contractions is the T on the freeday gets to knife the ct who said the orders. Phoenix Freeday - Like a Jihad FD but you use the /firebomb command rather than the /timebomb one. FD guys would get re spawned just like a Jihad FD. Mutated Zombie Freeday - (Can crouch/climb ladders, still can't jump or press E) (not sure on the rules of this, because no one could give me a clear set, at first it sounded like a zombie turned into a Wind half way through the round.) Jakiro Freeday - (Dota hero that breathes FIRE and ICE!~3 fire/ice bombs) "made by ex0" MITCH Warday - (respawn @dead every few sec (admin's discretion)) "made by Mitch" Elsa Freeday - (Elsa can't help but freeze everything. (Icebombs) Hippo Freeday - You crouch and protect the T's by keeping the CT's away by knifing them. Have to stay close to the T's at all times. Ghost Warday - T's and Ct's are colored 0 0 0 50 and is like a typical warday but with spoopy ghosts  Snail Freeday - 10% speed and 1 hp Janitor Freeday - crouching and knifing the floor at all times (to clean). NO vents/armory. Helicopter Freeday - all the ts become helicopters! in order to move you must be spinning at all times (i recommend +left or +right in console). helicopter blades can hurt ct's if they get too close (you can knife cts). air traffic control (the warden) can issue an no fly zone where any helicopter can and will be shot down. (cts dont be dumb this doesn't mean a huge section of a map) Grab Free Day - A staff member graciously takes the round off to grab the warden and spectate you, allowing you to bring him wherever you want. You could swing the warden into the terrorists, but you wouldn't want to because that would shorten your LR. Right? Fuck Boy Freeday - is where a t gets to have a ct slave for the round and they have to do anything but kill Kek cereal warday/DTH - reg warday/DTH but every 10 seconds, everyone gets slapped for 3dmg Bath Salts Freeday - Drugs and Zombie  Shopwhored Freeday - 150 HP, 150 Armor, 500 Long Jump, 130% Speed, .6 Gravity, Have to have a scout at all times, and have to stay in cellblock. If you are caught outside of cellblock they can instantly kill you.  Face Hugger Freeday - 500 Long jump, must be constantly crouched (except for typing) and can knife constantly. Pokemon Go Freeday - You get an unlimited amount of smokes, and you get to choose another Terrorist to accompany you when the round starts.  Blackout Day - Everyone is blinded to 245-250 making it seem like the lights are out. Concentration Camp Day - All terrorists have 50 health and are resized to 65%. Grasshopper Freeday - 600 Long Jump and 2.5 gravity. Harambe Freeday (Staff needed) - The T is colored black, given 2x speed, 250 lj, and 300 health. They have a freeday and when they grab someone (and ultimately throw them to the ground), they will be be hunted and put down. Grasshopper FD - Gravity is 2.5, and longjump is 500 (Bhop and chirping not nessessary but can be included q:^) ) The Hidden FD - T is colored invisible, with 200 hp and long jump based on the game The Hidden. The CT's are allowed to kill the hidden T at any time during his LR Evolution Day - T's start out with crab until 9 mins, and evolve every minute. Goes from Crab and crouch, to crouch, to shift walk, to run, to 1.5 speed, to 2.5 speed, then fly in one minute increments.    If i'm missing anything please let me know. I just remembered one I have done quite a few times now.
 
Flying Rock Fd: Admins that are willing to can slap you at any moment doing whatever they want with you, if you die from fall damage they respawn you and continue with the fd until its revoked or Lct sets in.

General Rules and Guidelines:

Read the rules, failing to do so could lead to consequences. Attempting to loophole or loopholing rules will lead to admin punishment. Admins will not interfere with PvP or raiding but will spectate if an individual believes someone is hacking or cheating. Glitches:
To report a glitch involving movement or teleportation through walls, rock bases (bases glitched inside of rocks), or new glitches not yet discovered - report the situation to either Vexer or Karma through a PM. These glitches will be treated as cheating. In general, “glitches” such as boosting by jumping on another player to access high roofs or climbing between tight corners of a base (A.K.A. “spidering”) are not against the rules. In an effort to align our server rules with those of most official servers, this will not change. Hacking/Cheating:
If you witness or suspect someone of hacking or cheating, contact either Vexer or Karma via PM to report the person. If that person is online, they will be spectated. If the person is not online, please make a complaint department thread and post supporting evidence of your claims, following the proper complaint department procedures. Do not call out hackers in the chat. The person in question will know they are going to be spectated. Also, you may be incorrect and your false accusation may be believed by other players, even if it is not true. Paintings/Signs:
No pornography is allowed on the server. (Follow the same guidelines as forum signatures and custom sprays.) No inappropriate trash-talking in your paintings or signs (see below for details). All signs can be monitored for both ownership and edits. Trash-talking/Flaming:
This is Rust, we understand that times get heated and there’s no better way to show your anger than some good ol’ fashioned shit talking. However, please keep all comments non-personal and game-related. If you have a complaint about an admin or moderator on the server, take your complaint to a private message to any sG staff member, who can investigate and review the complaint impartially. (This type of trash talk especially hurts the server, as random players who are not yet a part of the community, see our server in a bad light.)
 
Punishment/Consequence Procedure for the Rust Server:

Research Tables are back! For what? For turning scrap into components. You can get scrap from breaking barrels or looting boxes.
Scraps increase probability of success in creating components, so the more the better.
 
Most importantly as @Rootbeer predicted, the game changes today, in a major way. Directly from the devblog:
"Raid Towers
The first major change is that you can now place all building blocks of the twig building tier inside other player’s cupboard radius without being authorized. This obviously opens the door for raid towers, dramatically changing the building and raiding meta of the game."

In addition to making raid towers first class citizens I’ve enabled ladder placement inside the cupboard radius. Ladders are supposed to be used as an alternative for boosting or be used in the construction of a raid tower. Ladders now have more forgiving placement rules, even allowing you to attach them to the edge of floors. They can also be climbed from both sides and be traversed around to switch sides. Climbing a building with ladders should involve some risk but also be a relatively cheap way to exploit weaknesses in a base design."
 
 
This doesn't mean your base is doomed, because now turrets can see and shoot through building blocks.

I don't think changing molotov fire color is possible like changing smoke color is. But you could probably get a fake fire that was different from a molotov fire. Also, I feel like reversing controls doesn't really make sense for a cold themed race. Maybe instead it should prevent the person from gaining health or armor for 10-15 seconds, in addition to doing damage. Or lower their evasion, or something that makes sense for cold.
 
I love the race besides that.
