Yiyas (head engineer of WCS 1) does not want there to be one.
Having a list of the like has been designated as an utter gateway for whoring, being that most people would simply overplay these races with expertise and nothing else.

My guesses as to what motivates one to behave in such a manor:
1. Traumatic childhood event.
2. Mommy and daddy didn't love them.
3. Product of their environment; be it social, internet, etc;
4. Not all up there in the ol' brain department.
