Circumference, Area and Volume are all related dimensionally by lengths. Circumference exists in one dimension, Area in two, and Volume in three. Dividing and multiplying lengths will essentially give you the unit you want.
1) Find radius of circle with Circumference (circumference = 2*pi*r) = 9.2946486765666876089028117809548
2) 2x radius is diameter
3) 2x diameter is new diameter = 37.178594706266750435611247123819, radius = 18.58929735313337521780562356191
4) Find height (of the original) using volume, area of a circle with circumference 58.4 can be found using the radius earlier: 9.2946486765666876089028117809548
5) V = A*h, h = V/A, h = 864/(pi*9.2946486765666876089028117809548^2) = 3.1834491141649246552257973859466
6) Surface area of a cylinder is the areas of everything added. Circumference times height gives the area of the "round" portion, and two areas of a circle with the radius earlier make up the "caps". Assuming the height is not changed; (SA = 2*pi*r*h + 2*pi*r^2) = 2543.05678738 ~= 2543.057cm^2
