I think sometimes admins don't enforce it, honestly depends on the admin. I always would only slay for delay if it was more than a minute of wait time or someone really wanted me to slay them. For example, will alaska will slay for delay whenever he can. 

From what I remember, it's around 30 seconds of the last t(s) doing nothing. Sometimes it depends, usually up to admin discretion. 

I don't think there's an actual rule for it in terms of how long you have to wait, if I'm wrong feel free to correct me. ( @Avenger )

@Cheeky Scrub Did you mean when someone got lr and asked for a ctjday, he accepted, then froze and respawned ts and CTS pointwhored for a bit before he killed all the ts and then didn't give the person he fucked over a freeday? Cause it wasn't a warday, if that's what you meant in the CD.
