superhero mod was near impossible to balance without becoming very bland. I honestly don't see the return of it, although it was quite fun. It's unfortunate Vittu didn't continue development after 1.6. I recommend checking out the main sourcemod scripting forum, https://forums.alliedmods.net/ 

I believe the original superhero mod was made in amxmod, the predecessor of sourcemod. There is no easy way to just port it over, but a whole new rewritten system.

prem admin goes on the wc3 server as well. You ought to check out the store. We do not sell levels or custom races. However, if you come with a well thought out race idea and post it on the forums(in the correct section), we may create it and put it on the server.

We have been researching and trying different things in attempt to get the server to a stable state, to no avail. Waiting for valve to fix the linux servers is pretty much our only option at the moment. Hopefully we can have it up and running soon.

we used to have a plugin that allowed players to gain momentum. We, as a server, decided we didn't want it and took it off. this is known in history as the mimic addition. I believe there have been cvars created to specifically enable/disable bhop shit.
