Given the context of what was being talked about I think they meant he wants to fire almost all the WH staff and rebuild... which is still F'ed up.

 

Trump has one part down of what I think is an important part of being POTUS... not knowing how to be POTUS. This is remedied by knowing the importance of surrounding yourself with people who know the various parts of being POTUS. (yeah, trump not so much gets that part. would rather have "yes men" then people who know what the fuck they are doing)
