How does your city deal with pan handlers/beggars?

It's getting ludicrous here. Pan handlers are at nearly every major intersection now. It was one thing when they just stood there holding a sign, but the tactics have changed. They used to do the 'walk of guilt' down the boulevard, but that migrated/evolved into car-to-car pledge drives.


I'm just curious if the city you live in does anything about them or if your city just lets them be, like ours is pretty much doing. Who knows... maybe your city doesn't have these types of people but here it is rampant.

In my city there isnt much of them,but some ask around the stores to mostly buy alcohol what you can tell by smell,or cigarettes.And then we have similar kind of people who collect bottles to get some money,2 bottles is one Kuna(Croatian money) what is 0.150796 U.S. dollars.My mom works at that exchange place for bottles and she has few of that people,and one has mental issues but he still does something unlike others.That is for city where i live,but in capital city Zagreb is just horrible,bunch of gypsies(its pretty common to say that in my country,sorry if i offended someone),who ask for money,one of them are honest like come with me to store to see that i will buy milk and bread with that scared voice,while others are asking money for fucking ice cream King,which is the most expensive you can find  and like 5-6 kinds eating it with some kind of underwear and no t-shirt.But afterall they dont even ask you politely the jump at you begging and lying.

 

I may be too young for this topic but,since i come from not that rich family i understand most of the stuff you know.

 

 

 

*Forgot to say that we have one building which my school donates flour,doughs and then we give that to the building who donates i think each month? enough groceries to poor people.

My city seems to be doing nothing. I've never seen a cop do anything about a panhandler; only security. I used give a few people change sometimes but not anymore. I will sometimes buy them a meal.

"active panhandling" is illeagal in Germany, meaning you can´t walk up to someone ask for money and block their way.

You never see them at intersactions because that is illegal and they would be arrested very quickly.

City's may also ban panhandling at specific areas if they want to.

 

 

I personally don't give money to beggars/panhandlers, I have seen plenty of them get into their cars after they are done begging/panhandling.

In Fort Worth Texas (Near me) they passed a somewhat new ordinance which cracked down on panhandling. "It will ban panhandling on all public property and even private property if it's near parking meters, ATMs or anywhere else people have to get out their wallets." This was passed on January 24, 2017 which wasn't that long ago. They said that this will not affect the homeless, just the ones who are going up to people and begging.

You have no idea how many pan handlers are in downtown San Francisco, and it always seems like more and more appear everyday. Police usually don't do shit about them either

I live in Arizona, and there's not a lot of them here; but being that its the time of the year where its 120 degrees out, most of them stopped, and those who didn't just have some huge balls to sit there. The city doesn't do much except kick certain ones out if they're being too rowdy or if they're effecting traffic in a way, but I have seen police and local fire drop off water bottles to them actively, and I try to do the same after I'm off work everyday I'll load up a few cold waters and if I stop at a light with one there I'll toss him a bottle.

I live in East LA and you don't see that many but there are some outside of supermarkets and what not. When you go to Downtown LA there are a lot of them.

There's a very large group here who uses dogs to help get money. It's truly scummy because it gets way to hot (usually +100oF outside) out for an animal and is then forced to sit next to this "bum" for hours and hours. It genuinely makes me livid. It should be illegal, but I understand there's no real way of enforcing that sort of law. This also screws those that are genuinely homeless and are trying to take care of their beloved animals. It's just a bad situation overall. I used to try and do what I could to help someone who appeared homeless, but now I only talk to/ try to help those that are clearly homeless and are not asking for help. Sorry for ranting

panhandlers and homeless people everywhere. There is this place here called "tent city"; that's where a large portion of the homeless people tend to hangout.

You can also spot them on any street, any intersection, and any corner.

I've noticed a few "No panhandling" signs at intersections but that doesn't stop anyone from begging, had the occasional homeless guy come up to the window and ask for change.

legit if i could take every dog out there thats suffering with any hobo, i would. I feel so bad for dogs who go though this.

It was getting pretty bad here, but the city I'm in made it illegal. It still happens on the off ramps, but that's about it.

Toronto doesn't do much.  Basically they can ask you for change once, and then move on.  If they ask twice it becomes illegal.  Almost all the experienced guys know this, and if you just shake your head or give them the palm up 'nope' sign, they just keep walking.

 

The squeegee kids are annoying as fuck, and are fully illegal now, and yet you still see them every now and again, usually when they really need money I guess...

 

They are starting to spread out here, too.  Before it was only the downtown core, now it's spreading out to the suburbs and along the main streets out of the city.

Where i live the only homeless i have seen do things to get money in some way shape or form such as drawing, painting, cleaning shoes, cleaning windshields etc, but overall there are not many, i think i can count them all using my fingers. Then again where i am currently living, being homeless would probably end with very severe health problems from the very bizarre weather.

if yall can't afford to give money or don't want to, most cities have a chapter of food not bombs. it gives vegan meals to homeless ppl and really anyone who wants one. they always need more volunteers if my city's any indication. if you can't offer financial aid or food to someone, even just acknowledging them with kindness is a nice thing. i think it's really easy to detach yourself from the idea of being homeless when you're in a stable living situation. but like out of nowhere shit can happen (mental health problems, loss of job, no support system) and you could be out on the streets. it's really fucked up how many hoops homeless / low income people have to jump through to get support. maybe if there was better aid available then there wouldn't be so many people busking or asking for cash for basic stuff

 

anyway, vancouver doesnt do much afaik because of the huge homeless population.

There were so many fucking beggars outside of Harvard Square... its fucking ridiculous. Not too many beggars where I live now, but I can probably find a whole bunch on skid row. Skid row is so disgusting... the smell of poverty just permeates the air.

Well many of those programs do exist in bigger cities. However most of the people begging for money don't give a shit or only interested in the ones for food.

 

I used to work for a church which handed out food to the poor. They mostly beg for drug and alcohol money. The ones really embarrassed are either hard up or big scammers. Scammers will have some long sob story and going for 5s, 10s, 20s or more. Then there are ones using those programs to try to get back on the right foot. Then there are ones that use minimal services and don't beg and they are fine with the homeless life... The later bunch being the real cool ones to talk to and have good stories.

 

You will hear tales of offering food to someone with a hungry sign and then them asking for money. I had one friend who gave a person on the road an extra fast food sandwich and he threw it back in her face saying he wanted money bitch. Those stories I never knew where true cause it could just be Urban legands but when it happens to you then you realize it is true.

 

Don't give them money for their drug and alcohol problems which most of them are begging for to get their fix.

 

Speaking of socialist hippie crap... They like to hang out around art colleges because those types of students give them money. I find that people who are pretty poor themselves also give money.... Hmm?

The closest city with panhandling to me is like 20 min away. The only time I am ever asked for money is when I go downtown CLE and even then, I don't give money. I don't give food either, because I'd rather just donate to or volunteer to serve food in facilities that actually try to solve the underlying issue of people not being able to support themselves. I donate money to second harvest, which is a pantry that takes discontinued toiletries and non-perishable food items and distributes them to local shelters and drug rehabs. 

 

I am not against kindness without structure but I need to know that my money is going to someone who is getting more than just a meal out of it.

 

Give a man a fish, and all that.
