They'd lose a lot of money from players buying a game, trying it, then returning it if they didn't like it(Since people are impulsive with Steam sales, myself being included with their sales) It also allows the person a cd-key, even when they've returend the game.

I got a refund on Dust because I said that the it was a terrible port and some of the features that were advertised weren't on the game.
