Ping is the measurement (in milliseconds) that it takes for a server or remote host to receive a packet sent by the client. So while your up/down speeds may be terrible, as long as you're close to the server you're speedtesting from, your ping will be low

 

EDIT:

 

This is a speedtest to a server in Oman. My net speeds turn to shit because the server can't make toast and handle a simultaneous upload/download apparently, but notice the ping increase from 22ms in Manchester to 222
