The email was sent out when the tourney was created which was about a week ago. All it does is let people know a tourney was created. I waited to post on the forums because the registration period didn't start until April 12th at 8pm EST. Everyone can register for the tourney since the time listed in this post.

Sounds to me like this is full on ban evasion.  If nothing else I would like to see a re-ban while he completes the first one, with something added on for evading his orig ban.

So yeah. A surf member by the name of Too High was banned for a week not too long ago, due to racism, and his ban thread can be found here:

So, Too High was banned for a week from 2/18/14 to 2/25/14.
 
His "brother's" account, who rarely talked on voice and text, logged in quite a bit during Too High's ban period, as seen here:
 

 
While there is previous account activity, you can see that after Too High's account unbanning that his "brother" essentially stopped playing on the server.

The reason I didn't report Too High earlier for ban evasion was because I thought that maybe he would improve, which is what he seemed to say in this thread: http://www.joinsg.net/topic/58883-unban-app/ Buuuuut then when I saw him on today, which was the first time I had seen him on since his week long ban, he says this:  Which reminded me that he's not only a cancerous player but also someone who broke the rules.
