Not sure if possible, probably not, but even if it was it would probably never be implemented. 

 

I don't remember what enchanted mail did, but I remember it existing. Please describe in case others aren't sure as well.

 

I'll let the others chime in, but everything else you mentioned seems like good suggestions.

Going off suggestions for human alliance, I think it should have an ICD (internal cooldown) of a value. Leave the bash at the ~100% it's at and make the ICD a maximum of 5 seconds. You can also adjust these rates for a longer stun but longer ICD or something similar. Thoughts?
