Place that in C:\Program Files (x86)\Rockstar Games\Grand Theft Auto IV\pc\audio\Sfx and let it override.

there's at least a good 5-6 people playing everyday together, so it's pretty fun so far, especially after we're adding more of a role place atmosphere to it.
