Just click on your own command center and when it's highlighted, CTRL click on the enemy base. All the units that you produce will go directly to the enemy command center. Pretty basic stuff.

If you play SC2 and you don't know what rally is, just go ahead and uninstall. Spare yourself the pain of getting owned every single time.
