Although i'd recommend buying the pre-order version of windows 7, and if you can't afford this, go with a core 2 duo. You really can't go wrong with anything for the core 2 duo because all the good shit has already been found, so simply go to newegg, click on the component you need in the drop down menu, and click sort by average rating. Then read the reviews and find out what best suits you for performance/price ratio. But don't forget you could always reuse your case, optical drives, possibly PSU, etc., you don't have to go out and buy new shit if it isn't broke.
