Speed, Low gravity + everything else wouldn't be too bad. Just about what everyone did was jump out of spawn and go into the jail, some people would surf to the end for bonuses. Levitating classes take A LONG time to get to the end, and knife classes are actually really good. I used to play my flame pred 50% of the time and I'd tear kids apart.

The best thing about surf WCS (with instant respawn imo) would be that it doesn't really matter if a race is OP or unbalanced, you'd spawn and go right back down.

I've noticed there's hardly any servers now that run surf with WCS, since sG runs 2 reg WCS servers a surf one would be really a really good option. The only good one that comes to mind is SurfStylez, but since they've been shut down for several years it's not really an option.

I was pretty disappointed when I found out sG indeed had a surf server, but it was RPG.
