But getting their hopes up and then crushing them... arresting them like normal would have been just fine. Just because they didn't pay child support doesn't mean that they should be humiliated.

It's an easy way to get them to come to you, rather then you having to come to them. They're in their clothes, they're ready, you're not invading their home and it doesn't cause a scene in their neighborhood.
