Firstly you would report things of this caliber in the complaint department section of the forums. Secondly, we do not have a person by that name on the staff team and you have no bans recorded in our system. You must be looking for another server/forums as there is nothing that shows a ban listed for you or indicates any abusive staff members.

You can also open it by going to Play CSGO and click the Official Matchmaking drop down box and select Community Server Browser. I still think there should be an easier way to access the server browser though it feels a little hidden away with all the matchmaking stuff.

When someone uploads a new spray it has to be synced to the server otherwise it will appear as a black dot. I'll see if I can get someone to sync them for you.
