Honestly... why would you want pants without belt loops...
Well, you have a few options
1) Wear women's khaki's with side zippers. 2) Find khakis you like and either remove them yourself or have a tailor adjust them 3) Just wear normal pants with belt loops...
I am honestly trying to find a reason why you would want pants without belt loops other than extremely formal suit setups... If you are needing to get something extremely formal, it will be much cheaper to just go to a tailor to begin with, since it is hard to find formal pants off the shelf without belt loops.
